Tom Winsor: Police spend their time behind desks typing with two fingers rather than fighting crime, says new chief inspector of constabulary
The Home Secretary’s preferred choice to be the next chief inspector of constabulary, Tom Winsor, said police needed to be rid of the many ‘inefficiencies’ keeping officers off patrol.
